Many truck driving schools have placement and grant specialists that will work with you and point you the way to funding sources. I would do a search for sage tech online and find one in your area. They have one on one teacher/student ratio and are not a cdl mill or fake school by any means. They have a good reputation and work with the potential driver to make sure that he/she is ready to take their state test and be hired on at a trucking company as a trainee.

If you have a small disability or are a displaced worker, then vocational rehabilitation will work with you and pay all of your school, travel, lodging and meals. This is a very good deal for a state run program and they are happy to spend the funds. They have to use them or lose them I was told by a counselor there.
References :
http://www.jimthetrucker.com/choosing-a-school/

an international driving permit can only issued by the the country where you hold your license
e.a.you get one in Bahrain and then go overseas.
the uk is only able issue international driving permits to its citizens and holders of an uk license and valid only for up to a year off course.
the quickest way to drive would be to fly back to Bahrain and get the permit there and use it in the uk as i don,t think embasies issue them but try them too just to be sure.
References :
Do you have a local community college that provides truck driving classes? If so, contact them. They may also be able to help with funding depending on the state there is a stimulus package for unemployed people to get help with training for new jobs.
References :
Everyone who boards a plane that is 18 or over is required to have a photo ID that is issued by a government agency. Drivers license are the most common, but passport photo IDs are also good. Those under 18 can have other forms photo ID such as school photo IDs or photo ID's issued by some police departments for minors.
References :
Actually, in the U.S., kids under 18 are not required to have I.D. However, it is wise to carry I.D. and your passport is fine.
References :
http://www.tsa.gov/travelers/airtravel/acceptable_documents.shtm

Yes, it is fine...Specially within the continental U.S. A government I.D. is required to fly.
You may get a duplicate driver license at your DMV ( Division of Motor Vehicle ) or just get an I.D. from your DMV.
All in the same day.
Loosing your passport is more difficult to get it back within reasonable time. Plus since 9-11, a lost passport must wait for 90 days before being re-issue.
